Policy Implementation

The Department of Juvenile Justice (DJJ) would have a huge role in administering this bill. There are also other organizations that would be actively involved: Department of Behavioral Health and Developmental Disabilities (DBHDD), Prosecuting Attorneys Council, GA Public Defenders Council and the Georgia Bureau of Investigation (GBI).

Program and Services this bill will offer: Rehabilitation Services, Treatment services, Educational services, Job readiness skills and other life skills.

The 17 years will receive services through the Juvenile System jurisdiction versus that of superior courts.

Chairman Mandi Ballinger is requesting an annual Cost of $64,642,636 and a one-Time Cost of $199,701,492 for HB 440.

The HC: Juvenile Justice committee approved the substitute to HB 440. There were a few substitutes for HB 440 original proposed bill. One of the main changes is the incorporation of the Juvenile Jurisdiction Advisory Committee. This committee will have oversight of the implementations process bill 440 and the changes that will need to place between the jurisdictions.

There was a Fiscal Note that accompanied this bill. There are several more steps that this bill has to go through before the final revision is submitted. A more accurate call can be made on where the budget amounts noted in the fiscal notes are accurate or not, once it is voted on the floor, revised by the Senate, etc.
